Different Stage Notice Letters Don’t Combine

If a customer has multiple exceptions (and those exceptions are all part of the same letter set), the exceptions will not be combined on a single letter if they are on different stages. If each letter stage has different text, this is great, but if all stages are the same (and created so the letter will be recurring), this becomes a problem.
