Ability To Choose Status When Creating An Application

When creating a new application, on the screen to select the application/loan type and the initial application status, admins/approvers are able to see the full list of statuses, but any user that is not an admin/approver can only see the default status. The user creating the application needs to be able to choose the appropriate status, even if they are not an admin or approver.
